They are given more money and their fixer, Adi, gives them new identities and tells them to depart for Miami the next morning.

Davis and Burns manage to identify Ray, Michael, and Bush. Bush is gunned down by Butchco and Dugan, who get there first. After catching Butchco planting his backup sidearm on Bush's body and briefly scuffling with him, Davis becomes more suspicious when a team of police led by Lieutenant Kelly quickly manages to locate Adi's apartment.

Adi is mortally wounded by the policemen but manages to give Michael two flash drives and their password. Davis and Burns manage to catch up to Michael and Ray; after accidentally killing a civilian, Ray is fatally wounded by Davis.

Michael holds Burns at gunpoint, telling Davis about the drives and how suspicious everything is, before escaping. Burns chastises Davis for letting Michael escape despite Davis' reputation.

Michael hides in a hotel room, where he unlocks the contents of the drive and realizes that McKenna's precinct was involved in trafficking the drugs from the winery and earning profits for it, and that all seven of the cops he and Ray had killed in the shootout had been corrupt.

After another chase where Michael abandons his money, Davis manages to corner him in a subway train and convinces him to surrender, promising to keep him alive.

Michael is suddenly shot by Burns, who had also boarded the train and claimed that she thought Michael was still holding Davis at gunpoint.

Davis berates her for shooting Michael, who secretly hands over the drives, along with the password, to Davis before dying.

As the police congratulate the two for their efforts, Davis discovers that Burns had contacted Kelly before Adi's apartment was raided.

The next morning, McKenna arrives at his home to find Davis holding him at gunpoint, having accessed the drives.

McKenna reasons that the officers were struggling to survive on a measly pay, which forced them to go into drug trafficking, but Davis refuses to walk away.

Davis kills all of them, including McKenna, who refuses to surrender. Burns, whom Davis deduced was also allied with McKenna, appears from behind and holds Davis at gunpoint, but surrenders after Davis reveals that he had already leaked the information online, exposing all the corrupt cops in New York, and reasons that her daughter would live without her mother should she get a life sentence for killing him.

In the aftermath, Davis solemnly drives along the Manhattan Bridge in the sunset, taking the drives with him. On July 11, , it was announced that Chadwick Boseman would star in the film, then known under the title 17 Bridges , with Brian Kirk directing.

The film has a pacing that maintains the manhunt structure, but if they allowed a few more character beat moments, this might've been a better cops and robbers film.

The issue with thrillers this day and age is the attempt to make films relentless, and they forget to build to these moments. Michael Mann knew this with Heat, which is probably the best example of the genre.

Heat is a slow film, nearly 3 hours of talking, but it rewards with moments of intensity and drama. Brendan N Super Reviewer.

My pal Ben Bailey surmised it should go with the mayor flatly refusing and telling them they should use actual police investigative work to catch the criminals, like all criminals, instead.

It's not like Manhattan houses millions of people with deep subway networks and somebody could remain unseen for some time, or the fact that there are more ways off an island than bridges.

This concept doesn't even factor into the story in a meaningful way; the police could have just as easily used the bridges as checkpoints for the difference it makes.

This eliminates the ticking clock factor. Another miscalculation was splitting so much of the narrative between the two sides, Andre and the cops doing the hunting, and the criminals trying to run away.

I'm not emotionally invested in these guys escaping, and it doesn't ratchet tension as the cops get closer. If anything it alleviates tension as I know we're closer to them being captured.

The shootouts, foot chases, car chases, and machismo barking are all serviceable from director Brian Kirk, a veteran television director.

It's all fine if this is a genre you enjoy but there isn't anything new in 21 Bridges, or anything new that works, to open up that entertainment for anyone else.

It's entirely predictable every step of the way, enough that I was correctly presaged the real villains before the movie even started.

The actors all do respectable work. It's all competent from top to bottom, but it's in service for a forgettable by-the-numbers cop thriller.

I have to believe the original script for this was something more daring, perhaps opening up Andre's character and his reputation as a "cop killer killer" and what effects that has had on him.

He really shouldn't be the hero. He should be the guy who comes to learn a culpability being part of a corrupt system of justice, pushing him toward an anti-hero reclamation.

What we get isn't even close to that level of character exploration, so I must believe 21 Bridges was noted to death by studio exec mismanagement.

Otherwise what did the star of Black Panther and the directors of Avengers: Endgame see in this story that urgently had to be told on the big screen?

It feels like some relic from the 90s that would have starred Wesley Snipes and absent any modern commentary on the role of a police state in urban communities.

Alas, you get what you get with 21 Bridges, which could have been 18 Bridges, but some exec must have said, "No, that's not enough bridges.
