I have been working on what I want for my Corvo build. Here is what I have so far. What you might be missing depends on what you want to be doing.
The build you've provided has very low spell DCs, no protection from arcane spell failure chance unless you're not wearing armor, in which case you have poor AC without Mage Armor eating up a spell slot each day.
Corvo didn't build any of his items himself. You can probably get away with ignoring Craft Alchemy and instead focusing on Use Magic Device and ensuring you can use grenades The Throw Anything feat is a good catch-all for this.
I strongly recommend against dumping STR and Charisma, particularly if you're just using it to pump a single stat and make the others middling.

If you want a full caster, have you considered an Arcanist? The spell's partially spontaneous casting may suit your needs well, and the Dimensional Slide exploit benefits more from Arcanist levels than Shift does from Wizard levels.
You'll have to stay in it until level 6 if you want 3rd level casting. Unless you're trying to go for the Arcane Trickster prestige class, that isn't a problem.
Do you want a partial caster? The reason I wanted to do craft alchemy is because of the fact that my party that I play with does not think of anyone other than themselves when building a character.

As for dump stats, they are actually unnecessary. We actually dont do point buy, we play by the 4d6 rule. Those stats were just used as filler so i knew where to put my highest attributes.

Eldritch Scoundrel looks good, but one of the things I want to do is use the URogue, because of the Weapon Finesse and Dex dmg that I get at the first level.

If Corvo is chosen, he will return to his home country in Serkonos in the capital of Karnaca to restore Emily to the throne. Canonically, it was Corvo who was placed into stone by Delilah and later saved by Emily, thus permanently losing the Mark.

Accepting her, Corvo and Kitsura quickly became good friends and allies, trusting each other with their lives. Eventually, they fell in love and were married in a grand ceremony, and then a party, on the high seas with the entire Blackguard fleet present.
